I used to be friends with this guy and we did everything together, hung out every weekend.  We were pretty much best friends but one day he just stopped answering my texts, my phone calls or facebook messages.  Months later I found out he moved across the country -- which was fine, but at least tell me or say good-bye. Anyway, recently he's moved back and said he wants to start hanging out again. I'm not so sure I should. He always kind of used me for money I had, and it really hurt me when he left like that.  It still does about a year later. Should I be friends with him, again, or just tell him I've moved on?

Tell him you've moved on. For him to not even inform you he moved across country, and the fact he took money from you without paying you back, doesn't speak well of him - -and that's an understatement!  It's unlikely he's changed. His loss of a good friend, I am sure, but you should give him no more than he put in, and he's given little to nothing into maintaining a quality relationship. Believe me, you don't need this disrespectful mooch in your life.
